Cook the Atkins penne for 25 minutes and set aside. In a pan, heat the tomatoes with the minced garlic, 1 tbsp olive oil, chilli and salt.
Wash the mussels. Heat 1 tbsp olive oil and, when hot, add the mussels and place lid on the pan and leave for 4-5 minutes. Drain any liquid from the pan then steam again for 2 more minutes and drain again.
Add the wine to the mussels and half of the tomato mixture and stir well. Add the roasted chillis to the tomato mixture. Add the parsley and cream and season. Add the penne to the remaining tomato sauce and stir. Plate and top with the mussels mixture.
